Glossary Montenegro 2026 / Full text
Status: May 2026
The following terms are working definitions. The decisive factor is not how a term sounds,
but what legal, operational, tax, real estate-related or economic significance
it may have in the specific Montenegro context.
A
GTC
General Terms and Conditions. They regulate standardized contractual conditions between provider and customer,
but do not replace an individual contract review and do not cure an unclear service description.
File
Organized collection of relevant evidence, documents, translations, deadlines and communication statuses.
An auditable file is often more important than individual loose documents.
Recognition
Generic term for the formal recognition of degrees, documents or qualifications.
In the Montenegro context, it often refers to nostrification, but the two are not automatically the same thing.
Application
Formal submission to a competent authority. An application is only valid if the route, evidence,
responsibility, deadlines and document quality match.
Work permit
Permit-related term for legal gainful employment. It is not identical with mere residence
and cannot be equated with every self-employed or company-related activity.
Residence
Generic term for the legal status of being allowed to stay in Montenegro.
The term remains imprecise as long as the route, purpose, duration, evidence and eligibility for renewal remain open.
Residence and employment law
Topic clusters for status, activity, role, approval, proof, application and extension.
Residence and work must be clearly separated.
Residence permit
Permit for long-term, regulated residence.
The decisive factor is the basis on which it is applied for, issued and extended.

Actual and legal basis for a residence permit, such as company, employment, property,
family or comparable case structure.
Right of residence
Collective term for requirements, obligations, limits and procedures relating to residence permits,
extensions and changes of status.

Support for a construction or expansion project, for example through progress monitoring, communication with trades,
Inspection of execution status and documentation.

Official approval for construction projects requiring approval.
Without a review of the existing building, planning, use and approval situation, a property remains technically unsafe.
Construction services
Services relating to construction, expansion, renovation or technical implementation.
The term says nothing about quality, admissibility, liability or execution standards.
Construction company
Company that offers or performs construction services.
The decisive factors are performance, references, structure, liability and execution control.
Property developer
A party that develops, builds or markets construction projects within its own commercial framework.

documents and decision points.

Ongoing recording and processing of business transactions.
It is not the same as tax planning, annual financial statements or strategic structural consulting.

Vague generic term for entrepreneurial activities.
It only becomes technically useful when foundation, operation, migration, investment, service or market entry are named.

customs consequences and market access.
